Defense Distribution Center
Defense Reutilization and Marketing Service
The Defense Reutilization and Marketing Service (DRMS) is the
final destination of DoD excess and surplus property; their mission is to get the
property to other DoD or federal agencies that can make use of it, donate the property
to such customers as Computers For Learning, conduct sales to minimize budget impacts,
and protect the public by preventing military equipment from falling into the wrong
hands.
DRMS conducted a nationwide A-76 competition, which left the organization with a need
for post-competition accountability training.
Two key personnel (CGA Surveillance Leads) audited BET's CGA Academy training, and
BET was subsequently asked to provide a comprehensive solution to DRMS' entire CGA
workforce.
Working closely with DRMS personnel, BET conducted field research at two key DRMS
locations and at DRMS Headquarters. Utilizing this experience, BET crafted DRMS' CGA
Handbook, including a comprehensive QASP, communications plan, detailed information
on subjects like the Uniform Contract Format and time management, DRMS-specific examples
of work processes and their related surveillance, and exhaustive reference documentation.
BET also provided an electronic version of the handbook, with a search engine to make
finding needed information more efficient.
Following this effort, BET provided training to all DRMS CGA personnel, on subjects
ranging from communication with the new Service Provider to detailed Quality Control
and Assurance, statistical analysis, and Quality Management Systems. Students were
also treated to real-world 'on the job' training, with as much as 30% of class time
spent in DRMS field operations: students conducted, reported, and analyzed surveillance
activities.
Feedback provided during and after training indicated that DRMS was more than satisfied
with the content; several of the anonymous feedback forms indicated that this was
"the best training I have ever attended." DRMS was also happy on another score: The
CGA Handbook, training and follow-on support were all provided on-time and under-budget.
DRMS was so pleased with our QMS training that they requested that we conduct a week
long workshop at their HQ in Battle Creek, MI to help them develop and validate their
Quality Assurance Surveillance Requirements and Activities. The workshop was a complete
success and we are currently wrapping-up it up for them.
